Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
The application for SL -06 was deemed complete for the purposes of filing on July 16, 2012, and the
bond release inspection of the site was conducted on August 8, 2012. DRMS staff have reviewed your
bond release application and the results of the inspection to determine whether the items you have
submitted are adequate in terms of meeting the requirements of the Act and Regulations.
During the inspection, some adequacy issues were identified with channels in the bond release area:
• In the North Tributary of East Pit Ditch there is a bare spot below the NTEP Pond. This
reach of the channel should have riprap armoring per the design in the PAP. However, there
is no erosion in the channel.
• In Prospect Ditch, in the reach between the ponds, the channel is not well shaped and is eroded.
Below the lower pond (PD 1) riprap is sparse in some areas.
• In Taylor Ditch, rock needs to be moved from the middle of the channel to the sides in some
areas. In other areas (near the bottom) riprap is sparse in the middle of the channel, and little to
no vegetation has grown in the channel.
• In Taylor Tributary Ditch, there are areas with sparse riprap in the middle of the channel.
However, this ditch is well vegetated.
Please let me know per e -mail or letter if these issues with channels have been addressed or not. If
maintenance has been performed, please let me know the details. For sites where no action has been
taken but maintenance is planned, please let me know the schedule. For sites where no action has been
taken and is not planned, please let me know why you think that no action is needed. In particular, if a
channel reach is deemed to be stable even though the construction of the channel does not meet the
design in the PAP, please provide evidence or rationale that this channel reach would be stable for the
design storm.
Regarding the assessment of the elevations in the bond release areas using GPS, after re- processing the
data there are no significant deviations between our data that we collected during the inspection on
August 8"' and the approved topography for your site.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
