RTB Presentation <br /> Standard Metals Corp. Sunnyside Mine 77-378 <br /> The purpose of this presentation is for the Board to determine if ther is <br /> reason to believe that violations exist at the Sunnyside Mine. The Division <br /> will be recommending that the board find reason to believe. The site is <br /> located outside of Silverton in San Juan County. Along Cement Creek, at the <br /> headwaters of Eureka Gulch and along the Animas River. <br /> On July 10, 1985 the Division inspected the mine and mill site and made the <br /> following observations, which the Division believes are violation: <br /> 1) Mine refuse at the American (Gladstone)tunnel site is inadequately <br /> disposed. The Division believes that this is a violation of CRS 34-32-116(1)(e) <br /> 2) Mine water treatment sludge, a potentially acid forming and toxic producing <br /> material is being disposed in a pond along the banks of the Animas River. The <br /> Division believes that this site is inadequately protected from potential <br /> flooding and that the pond may not be adequately lined to minimize effects to <br /> the groundwater in the river alluvium. The Division believes that this is in <br /> violation of CRS 34-32-116( 1) (d) and (h) . <br /> 3) Drainage and runoff control at the tailings disposal site below the <br /> Mayflower Mill is inadequate in that surface runoff and springs are not <br /> diverted away and around the lower tailings disposal ponds. The Division <br /> believes that this system is not adequately designed or constructed to <br /> minimize effects to the hydrologic and that this is a violation of CRS <br /> 34-32-116( 1) (h) <br /> 4) During the inspection the Terry Tunnel and the Lake Emma area was <br /> discussed. The Division has been aware that during June of 1978 undermining <br /> of Lake Emma occurred which dewatered the lake. Water from the lake collapsed <br /> into the minestopes and ultimately discharged out of the mine portal . The <br /> Division is not pursueing RTB for a violation for underming or dewatering Lake <br /> Emma. The Division does believe that there is a violation for failure to <br /> minimize effects to the hydrologic balance in that surface waters are being <br /> diverted through the mine a nd wade-' V� <br /> WAI 6e n* <br /> The Division believes that thlsom violations of CRS 34-32-116(1 ) (h).,M1 <br /> ."* <br /> The Division recommends that the Board find RTB and set the matter for a <br /> Formal Public Hearing at the September, 1985 meeting for posible NOV, C&D, <br /> and CP. <br /> 2825 <br />
