David Holm, Director <br /> Water Quality Control Division <br /> May 30 , 1989 <br /> Page 3 <br /> Sunnyside Gold has achieved a drastic improvement in the quality <br /> of its American Tunnel 004 discharge since October 1 , 1987 <br /> through its commitment to achieve the permit limits . All of the <br /> time since October , 1987 has not been productive in terms of <br /> meeting the permit limits , but has been productive in terms of <br /> correcting other problems that could have impacted future <br /> compliance . Upon compliance (which is anticipated in the near <br /> future) , the physical plant and procedures should be in place for <br /> continual compliance . As a marginal operation, Sunnyside Gold <br /> has committed its resources to complying to the terms of the <br /> permit to the best of its ability, but requests that civil <br /> penalties be waived in view of the progress that has been made. <br /> Cease and Desist Order : <br /> Sunnyside Gold intends to Comply with the Cease and Desist Order <br /> under both an intermediate and long-term basis to the best of its <br /> ability . The discharge in April , 1989 was in compliance with the <br /> permit except for one sample that exceeded permit daily maximum <br /> limits for TSS. Preliminary results for May indicate that <br /> performance is about the same as April, but all sample results <br /> have not been received. <br /> Planned improvements to the system are: testing of curtains in <br /> the ponds to eliminate short-circuiting, piping changes in the <br /> ponds to eliminate the effect of sludge removal operations on <br /> water quality and improvements to the pond inlets and discharges <br /> to reduce floc shear and pond scouring caused by induced <br /> turbulence.
