August 29, 2012 C- 1981 - 022 /Elk Creek Mine MPB <br />maintained. The haul road leading to the mine facilities was in good condition. The Elk Creek drainage Haul and <br />Access Roads were well maintained and road surfaces were graded and stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />Facilities along the Elk Creek drainages including the downhill conveyor from the Elk Creek Portals to the coal <br />stockpile, and the explosives storage area were all in good condition The Elk Creek Fan site was inspected. The <br />methane exhauster system was operational. Elk Creek located immediately adjacent to the fan site facility is well <br />protected by a rock and earthen berm to protect the creek from any potential impacts from the disturbed areas. Elk <br />Creek is an intermittent stream at this location and the flow was very low at the time of this inspection. <br />A new Mine Methane Generation project is underway and a new pad site has been constructed across Elk Creek at <br />the northern end of the Elk Creek Upper Fan Bench. A thermal oxidizer is under construction at the new pad site <br />(see Photo No. 1). A large benn has been constructed with straw waddles adjacent to the pad above Elk Creek to <br />provide sediment control. <br />The II -West refuse pile was viewed. Refuse was being placed at the pile (see Photo No. 2). The coal waste pile <br />was stable with no signs of erosion.
