Compliance With Mine Plan <br />N - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was an aerial inspection ofthe Elk Creek Mine conducted by Harry Ranney and Brock Bowles of the Division <br />of ReclamationMining and Safety (DRMS). Aerial photographs were taken on August 30, 2012 at approximately <br />9:50 am. Brock Bowles of DRMS reviewed the aerial photographs. <br />Weather conditions were clear and sunny. Photographs were taken of the main facilities along the Elk Creek <br />drainage and the coal refuse facilities located to the west including the West Valley Coal Refuse Pile. Ponds A, B, <br />C, D, E and the East Yard pond were visible in the photographs. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 Placement, Drainage Control; Surface <br />Stabilization: <br />Coal waste was stacked on the II West Coal Refuse pile. A dump truck was bringing another load of <br />waste to the pile (photo 1). Black pvc pipe was stacked along the side of the access road to the refuse pile. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds C, E and East Yard were dry. Ponds A, B and D contained water (photo 2). <br />GENERAL MINE PLAN COMPLANCE: <br />There was a large amount of coal in the stock pile and a bulldozer was working the coal. A front end <br />loader was processing coal on the south side of the coal pile. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />Roads appear to be clear and maintained.
