August 29, 2012 C- 1981 - 035 /King Coal Mine MLT <br />the cover on the drop inlet, which collects surface runoff into the 36" diameter Reach 7, has <br />been reset. <br />King II Mine <br />• Straw wattles had been replaced throughout the King 11 facilities earlier in August. These <br />BMP's are being used to slow flow and trap sediment in ditches and to protect drop inlets <br />and culvert inlets from sedimentation. <br />• The East and West clear water diversion ditches were clear of debris and well- maintained. <br />The operator has done a thorough job of removing annual weeds (predominantly Kochia) <br />from the East ditch (Photo 4). Mr. Wymore said the weed removal project is on- going. <br />Map King 11-007D (As -Built Certification — Sediment Pond) depicts the sediment pond outlet <br />structure and the east and west clear water ditches converging together into the "original <br />valley drainage channel." As we walked the area, we observed that the ditch terminates in a <br />low spot, and that a high point in the terrain prohibits the combined flow from reaching the <br />natural channel. Connecting the ditch with the natural channel should be possible with <br />some minor grading and seeding. A revision to the permit will not be required to <br />accomplish this work. <br />The sediment pond was dry, and the floor and inslopes of the pond are well vegetated (Photo <br />5). The spillway was intact. <br />The southern portion of the mine's haul road lies at an elevation lower than the inlet to the <br />sediment pond. This roadway segment has been deemed a Small Area Exemption (SAE), as <br />shown on Map King II -007. The road is paralleled by the West Clear Water Diversion Ditch <br />(Photo 6). GCCE has placed straw wattles in the ditch to capture sediment. The twin set of <br />24" culverts (C2) were inspected and found to be clear. The inlet is protected by a wattle <br />barrier, and although pieces of rock riprap were situated near the pipe inlets, it did not appear <br />that they would block the flow. The East diversion terminates after flowing through the <br />cattle guard at the southern end of the permit. The wattle barrier, which filters the water <br />before it enters the natural channel, had recently been redone (Photo 7). <br />We observed an area on the belt portal bench where runoff tends to pond against the berm on <br />the southwest corner. A culvert has been previously inserted through the berm to direct the <br />flow down a riprapped channel on the slope, but the water is now ponding against an <br />adjacent segment of the berm to the east. A straw wattle has been placed along the berm to <br />capture sediment, but this is not an acceptable permanent fix. Map King II -007A, Site <br />Culverts & Ditches, indicates that the entire bench is supposed to drain to the access road <br />ditch. Please restore the surface drainage of the belt portal bench to that shown in the <br />approved plan, or submit an application for a revision. <br />SUPPORT FACILITIES - Rule 4.04: <br />GCCE is preparing to begin constructing the permanent office building at the King 11 <br />facilities. The spread - footer foundation was constructed several years ago (Photo 8), and is <br />located south of the shop building (feature "N" on Map King II -007).
