The site visit began with a walking inspection of <br />the surface facilities and drainage features at the King 11 Mine, and concluded at the the King I <br />Mine. Wade Wymore, manager of the mine's surface facilities, represented the operator <br />throughout the inspection. I also spoke with Tom Bird, Manager of Coal Services, regarding <br />miscellaneous permitting items. Skies were clear and the termperature was hot. <br />PERMITTING UPDATE <br />RN -06 The Division received GCCE's response to the second adequacy review on August 20, <br />2012. All of the remaining adequacy items have been resolved, and the Division is presently <br />drafting the Findings Document. <br />TR -20 On August 14, 2012, GCCE submitted an application for a technical revision addressing <br />the use of coal mine waste as backfill for the portal highwall at the King I Mine. This <br />application was submitted in response to Abatement Step 1 for Notice of Violation CV -2012- <br />003. The Division deemed the application to Incomplete on August 22nd, and notified GCCE of <br />its determination. Mr. Bird said that GCCE is preparing the additional information requested by <br />the Division. <br />REPORTS On July 30, 2012, GCCE submitted a number of Quarterly reports: Subsidence, <br />King I P.E. Inspection, King II Pond Inspection, and Well Water Data. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />• An application for a Technical Revision (TR -20) was submitted on August 14, 2012 in <br />timely response to Abatement Step No. 1 of CV- 2012 -003.
