Star Mine Operations is proposing to reopen the historic Revenue Mine and <br />construct a new on -site mill to process over 100,000 tons of ore on an annual basis. The <br />Information Network for Responsible Mining is a Colorado -based citizens organization that <br />advocates for the protection of communities and the environment and actively participates in <br />mining reviews. INFORM appreciates your consideration of the following questions and <br />comments related to the Revenue Mine proposal. <br />Star Mines is to be commended for the thoughtfulness apparent in their mining and <br />underground milling proposal and the detailed consideration given to planning surface and <br />groundwater management and monitoring, yet the application appears to be substantially <br />incomplete. Despite several hundred pages of documents submitted so far in the permit process, <br />no detailed design or engineering plans for the underground mill appear to be currently under <br />review; only seven pages of schematic diagrams (Appendix 7) that explain the process for how <br />the mill will run are in the public file but they provide none of the salient details of how the <br />hydrological regime of the mine and the surrounding environment will be protected. Likewise, <br />there is no geotechnical review of the site or analysis of the potential impacts and safety of <br />
