A speed limit of 30 mph will be <br />posted and strictly enforced for the haul and access roads <br />Pronghorn - Pronghorn are primarily located only on the northern and eastern boundaries of the <br />proposed coal mine, waste disposal and Utah side of the coal transportation route. They prefer the <br />grass and sagebrush or mixed desert shrub habitats. Increased human activity is a concern on all <br />sites, but most concern is for the waste disposal site and coal conveyor. Company vehicles of all <br />kinds, including snowmobiles, will be prohibited from off road use. A speed limit of 30 mph will be <br />established and strictly enforced for the haul and access roads. <br />Placement of the disposal site was also a major concern. The disposal site was originally thought to <br />potentially obstruct a natural antelope passage from range to the north of the site to a permanent <br />water source at Cactus Reservoir. Pronghorn frequent the active portions of the disposal area using <br />the wide -open black surface for a bedding area. The sediment ponds are also heavily used as a <br />water source by pronghorn and other wildlife species. <br />IV.N Cultural and Historic Resources Mitigation Plan <br />Pursuant to OSM stipulation No. 4 and CMLR (now DMG) stipulation No. 31, Blue Mountain Energy <br />commits to a mitigation plan for those cultural resource sites examined for eligibility for the National <br />Register of Historic Places by the Colorado State Historic Preservation Office. The mitigation plan is <br />outlined below. <br />A. General Plan for Mine Life <br />Eligible Sites <br />5RB 491, 5RB 532, 5RB 855, 4RB 858, 5RB 859, 5RB 902, 5RB 907, 5RB 922, 5RB 1012, 5RB <br />1029, 5RB 1055, 5RB 1059, 5RB 1082, and 5RB 1148. <br />1) Off -road vehicle travel is prohibited within the permit area by all project personnel. <br />2) Starting in the first quarter 1987, (the first quarter subsidence is predicted), periodic field <br />reconnaissance will be conducted to determine if surface subsidence has affected any <br />of the above referenced cultural resource sites caused by longwall mining. In the event <br />of the identification of alterations at these sites, appropriate regulatory authorities will be <br />notified. <br />Minor Revision #147 (05/2011) IV-53 <br />
