Construction of rock fills and embankments was <br />similar to that discussed in Section IV.D.2 for the haul road. <br />Cuts for roads have slopes of 1.5h:1v in unconsolidated materials and 1h:1v to .25h:1v in rock. <br />Their design and construction comply with Rule 4.03.1(3)(d). Cross-sections for the roads are <br />shown on Maps 35, 52, 68 and 139. <br />Cut slopes in the D Portal Areas (see Map 33 and 33A) are 1.5h:1v in all unconsolidated materials <br />and in the deep cuts on the southwest side of the plant site. Rock cuts on the noRheast side of the <br />gulch at the plant site are 1h:1v to .25h:1v. The design and construction of these cuts comply with <br />Rule 4.03.1(3)(d). All cut and fill slopes were subject to change based on actual conditions <br />encountered during construction. <br />The grading plan indicated the amount of cut material was approximately equal to the fill material <br />requirements for site and road construction. See Table IV.I-1. During construction, the grading plan <br />was adjusted to achieve a balanced situation by varying the size of the storage area northwest of <br />the coal storage silos and varying road elevations. <br />There were no slides or slope failures that may have had an adverse effect on the public property, <br />health or safety. Thus, reporting by the mine operator to the regulatory authorities was not <br />• necessary. The operator has complied with the remedial measures required by the authority. <br />Upon completion of the site preparation or grading of a particular area, all disturbed areas which <br />were not paved, graveled, in rock or otherwise covered were mulched and seeded according to the <br />appropriate reclamation standards as detailed in the Reclamation Plan of this application. Since <br />most of the cuts in the "D" Portal Area, and the East Portal Area, and the major cuts for road <br />construction were in rock and have steep slopes, it was not feasible to place topsoil on these areas. <br />Therefore, topsoil was only used for permanent reclamation work. <br />Rills or gullies that form in cut or fill slopes will be stabilized, regraded, topsoiled and revegetated as <br />required by 30 CFR part 187.106. <br />The site grading for the "D" Portal Area was as indicated on Maps 24, 25, 26, 27 and 33, for the <br />East Portal Area on Map 89, for the water storage tank area on Map 52, and for the alluvial well <br />area on Map 90. Several alternative layouts and grading schemes were considered for the "D" <br />Portal Area. The one selected, burying the Scullion Gulch stream channel in a large diameter pipe, <br />resulted in the smallest grading quantities, the smallest terrain disturbance, and the largest usable <br />facilities area versus disturbed area. The selected scheme also eliminated an open channel <br />through the plant site area and allowed a smaller number of sediment ponds.
