j s
INSPECTION REPORT -2-
FILE NO. 77-378
DATE: August 83
4. A copy of the minutes of the January 25-26, 1978 Mined Land Reclamation
Board meeting relating to the approval of the permit application
for this mining operation is enclosed .
RECOMMENDATIONS:
1 . The operator is to be commended for the success of the revegetation
research on the mill tailings. This work should be continued and expanded
-in scope as soon as possible. Research on revegetation of acid waste
rock should also be continued.
2. An examination of the file for this operation, coupled with the
observation of the leakage from the active tailings impoundment demonstrates
`that the operator has not, to date, made an effort to comply with the
first of the two stipulations to the permit (as appended to the Board 's
motion approving the permit application) . The operator should take the
following two actions within the next 30 days:
a. Inform the Division as to the plans for compliance with stipulation
1 of the permit and the probable time schedule for carrying out
those plans.
' b. Ihform the Division as to the plans for elimination or drastic
reduction of the seepage from the tailings impoundment into the
groundwater system and into the adjacent Animas River. A cutoff
! trench and pump-back system may not be sufficient if tailings solution
penetration into the groundwater system has moved deeper than the
planned depth of such a trench.
3. Implementation of items a . and b. above may entail Board appro%al of
an amendment or technical revision to the permit. Therefore, the operator
should begin to plan these activities immediately.
MSL/tlh
I /ep
j (1/83)
Doc, No. 153
