within 500 feet of facilities such as gasoline or water and sewage lines and abandoned <br />underground mines. As per Rule 4.08.1(4)(a), see Attachment 2.05.3(6)(a) -5 for blaster - <br />certified shot patterns used within the minimum distances listed in this paragraph. <br />At least 30 days before initiation of blasting, WFC will provide written notification to all residents <br />or owners of dwellings or other structures located within one -half mile of the permit area which <br />explains how to request a pre - blasting survey. WFC shall offer a pre -blast survey to any <br />resident or owner of a dwelling or structure that is located within one -half mile of any part of the <br />permit area scheduled for surface mining activities. For any owner responding to the pre -blast <br />survey offer, WFC will promptly conduct a pre - blasting survey of the dwelling or structure and <br />promptly submit a report of the survey to DRMS and to the person(s) requesting the survey. If <br />a structure is renovated or added to, subsequent to a pre - blasting survey, then upon request to <br />the Division a survey of such additions and renovations shall be performed in accordance with <br />4.08.2. The survey will determine the condition of the dwelling or structure and document any <br />pre - blasting damage and other physical factors that could reasonably be affected by the <br />blasting. Assessments of structures such as pipes, cables, transmission lines, and wells and <br />other water systems shall be limited to surface conditions and readily available data. Special <br />attention shall be given to the pre - blasting conditions of well and other water systems used for <br />human, animal, or agricultural purposes and to the quantity and quality of the water. There may <br />be some dwellings or structures within the mine permit boundary that will be destroyed by <br />mining activities. For these dwellings or structures, a pre - blasting survey may not be conducted <br />and written permission to destroy or move these dwellings or structures will be obtained by <br />WFC. The written agreement to destroy /move structures or dwellings may be found on file or <br />most likely in the surface /mineral agreement made between the land owner and WFC. <br />Due to the proximity of dwellings and facilities to the blasting operations at NHN Mine, portable <br />seismic recording instruments will be utilized to monitor blasts when 1) requested by a resident <br />or owner of a residence or structure, or 2) at the discretion of WFC to determine the potential for <br />blast damage or regulatory non - compliance. The current seismographs are Instantel DS077 <br />"MiniMates ". The specifications for this type of instrument can be seen in Attachment <br />2.05.3(6)(a) -3. The instruments will measure peak particle velocity in three mutually <br />perpendicular directions. They will be typically placed at the closest non - company owned <br />structures to the actual blast site or at some point in between a blast and a non - company owned <br />structure.
