Blasting Schedule All blasting will be conducted between sunrise and sunset at times and at locations defined in the published blasting schedule. Unscheduled blasts would be conducted only where public or operator health and safety so require and for emergency blasting actions described in the blasting schedule. The blasting schedule will identify as accurately as possible the location of the blasting site and the time periods when blasting will occur. The blasting schedule will contain at a minimum: a. Identification of the specific areas in which blasting will take place. The specific blasting areas described will not be larger than 300 acres and will be reasonably compact; b. Dates and times when explosives are to be detonated; c. Methods to be used to control access to the blasting area; d. Types of audible warnings and all clear signals to be used before and after blasting; e. A description of possible unavoidable hazardous situations when it may be necessary to blast at times other than those described in the schedule. WFC will publish a blasting schedule in the San Miguel Basin Forum which is the newspaper having general circulation in the area in which the mining complex is located. The blasting schedule will be published every twelve months and at least ten days, but not more than 20 days before beginning blasting whenever the area covered by the schedule changes or whenever periods for blasting significantly differ from the prior announcement. See Attachment 2.05.(6)(a) -1 for example. If the change is temporary in nature, local governments and individuals to whom the original schedule was sent shall be notified by telephone or personal contact followed by written notice. A copy of the published blasting schedule will be mailed to the local utility companies and local business, such as San Miguel Power Company, Nucla - Naturita Telephone Company, and the Section 2.05.3 (6) (a) Page 8 February 12
