resulted in two aboriginal campsite locations being located, Site 5MN1257 and 5MN1258. The <br />locations of these two sites are shown on Map 2.04.4, New Horizon North Mine - Cultural <br />Resource Map. In addition, the 1979 survey included a "buffer zone" survey one mile beyond <br />the proposed mine area of all identified "cultural resources and their vulnerability to blasting, <br />heavy equipment, etc., during the daily operation of a mine..." Site 5MN1257 has been <br />impacted by ground disturbance from road construction, ranching and farming activities. A <br />portion of the site has received less disturbance than much of the surrounding area. Site <br />5MN1258 is described as having "been heavily impacted by past cultivation and construction of <br />a graveled surface driveway." Neither site was recommended "to be eligible to the National <br />Register of Historic Places. A complete copy of this survey entitled "A Final Cultural Resource <br />Inventory Report of the Peabody Nucla Coal Mine in South Central Montrose County North of <br />Nucla, Colorado' is enclosed as an attachment to this section. <br />A second formal cultural resources survey was performed by High Plains Consultants, Inc. on <br />nine proposed exploration drill holes and six proposed access roads conducted on the proposed <br />NHN Mine permit area.. The extent of the area surveyed in connection with this evaluation is <br />shown on Map 2.04.4, New Horizon North Mine - Cultural Resource Map <br />The conclusions of this report were that "no prehistoric sites or isolates or early Historic Period <br />sites or isolates were recorded or observed during the survey. No evidence of tool stone sources <br />or quarrying activity was found." A complete copy of this survey entitled "An Intensive Cultural <br />Resource Survey of the Peabody Coal Company Phoenix Project Drill Site and Access Road, <br />Montrose County, Colorado' is enclosed as Appendix 2.04.4 -2 to this section. <br />Unknown Survey <br />A GIS query conducted by Sarah in the CHS offices on 22 May 2009 resulted in a map being <br />produced that shows a total of 20 additional drill pad locations being entered into their data base <br />and for which no formal report was found. The locations of these additional surveyed areas are <br />shown on Map 2.04.4, New Horizon North Mine - Cultural Resource Map. While, the report is <br />not available in the PCC permit files or at the CHS office, evidence suggests that this survey was <br />a part of survey also performed by High Plains Consultants, Inc., in 1985 on 81 drill holes and <br />about five miles of access roads as summarized in the 1986 survey by Nickens and Associates <br />relative to Tracts I and II located immediately to the east of the proposed NHN Mine permit area. <br />According to the 1986 Nickens report; "no cultural resources were recorded or observed" on the <br />areas evaluated in 1985. <br />The problems inherent with agricultural disturbance on cultural resources surveys are discussed <br />in some detail in the 1979, 1986 and 1988 reports commissioned by PCC.
