Bergstrom <br /> subject: Condition of Approval no. 3 to Amendment no. 3 to permit M-77-378 <br /> Condition of Approval no. 3 to the open pit mine permit <br /> (Amendment no. 3) states that an analysis of exploration drill <br /> core and acid drainage mitigative, plan for waste-rock are to be <br /> submitted to and approved by MLRD before "disposal" of waste-rock <br /> occurs. Disposal of waste-rock is, by the plan, in tWO permanent <br /> waste-rock piles numbered 1 and 2 on Exhibit C-1 of Amendment <br /> no. 3. These sites have the potential to create runoff which <br /> will drain off site and not pass through any current mine <br /> water treatment system. <br /> It was the interpretation of the Sunnyside Gold Environmental <br /> nepartment that thw Conditinn of Approval, as written, <br /> did not <br /> preclude the normal temporary stockpiling of waste-rook as a <br /> component of rock movement in and around the pit or for road <br /> or laydown area construction. The intent of the Condition was <br /> to preclude "disposal" of waste-rock in a permanent position <br /> until the acid drainage mitigative plan could be approved and <br /> implemented. <br /> To confirm this interpretation I phoned Ms. Camille Farrell at <br /> MLRD, Denver on June 20, 1968 at 3:29 p.m. to inform her that a <br /> temporary waste-rock pile was being placed around the area shown <br /> as a contractor laydown area on Exhibit C-1 of Amendment no. 3. <br /> She was informed the detailed engineering plane had shown that <br /> considerably less waste-rock was to be produced than was <br /> calculated in the Amendment no. 3 document. As such, it was <br /> desirable to retain waste-rock as Close to the Emma Stops as <br /> possible to facilitate future reclamation. In this way it might <br /> be possible to avoid disturbing the permanent stock pile areas <br /> entirely. we agreed over the phone that map representations of <br /> actual configurations would be submitted in the 1988 annual <br /> report to MLRD for the Sunnyside operation. Me. Farrell was <br /> informed that the core analyses and an acid drains. a mitigative <br /> plan would still be submitted before any rock wassposited at <br /> the permanent waste-rock disposal sites of ExhibitI <br /> Preliminary information to this effect was submitted to MLRD on <br /> July 12, 1988. My notes on this conversation are attached. No <br /> written correspondence was prepared by either party. <br />
