Reclamation Specialist <br /> Mined Land Reclamation Division <br /> Page 3 <br /> The Technical Revision request does not alter the final land use <br /> or reclamation goals but is an upgrade of the existing plan <br /> metholology required to accomplish the stated goal of <br /> reclamation. The changes in the reclamation plan are based on an <br /> engineering geotechnical study, results of previous test plots, <br /> experience with Tailings Pond #4 reclamation work, desire to <br /> accomplish the reclamation of Tailings Pond #2 at this time <br /> instead of waiting until project end and the desire to change <br /> methodology in the plan that we consider unpracticable (ie. <br /> reclamation of sand 1 : 1 slopes) . <br /> Engineering time estimates indicate that 22 weeks are required <br /> for earthwork on this project. In order to meet our stated goal <br /> of 1991 reclamation everything will have to be started on <br /> schedule as the last phase of the project is the placement of <br /> overburden and should be accomplished in the same year to <br /> eliminate erosion which could occur if the fresh tailings slopes <br /> (exposed by slope reduction) were left uncovered. <br /> The borrow area and haul road that will be required if the TR is <br /> approved are within the permitted area. The borrow area is an <br /> extension of the area approved for TR09 and should have <br /> sufficient overburden material for future work on Tailings Pond <br /> #1 and #4 . The additional acreage to be disturbed will be 5. 54 <br /> acres and will be relatively inexpensive to reclaim. In <br /> consideration that 18 acres will be reclaimed through this <br /> disturbance I believe that no additional bond will be necessary <br /> and a corresponding reduction in bond (after completion of the <br /> Tailings Pond #2 reclamation earthwork) will not be requested in <br /> 1991. <br /> A TR, as discussed previously and addressed in your letter of <br /> June 8 , 1990 , to postpone the Lake Emma area reclamation in order <br /> to accelerate the reclamation of Tailings Pond #2 will not be <br /> required. Detailed engineering time estimates for the Lake Emma <br /> project indicate that it is a 2-year project (because of the <br /> short construction season available at that elevation) . In light <br /> of this , SJCMV will start the project in 1991 as scheduled in the <br /> permit. Work to be done during 1991 and before the 1992 <br /> construction season consists of haul road construction and <br /> stabilization of the area beneath the Lake Emma hole (to minimize <br /> post-reclamation settlement) . Completion of the earthwork <br /> portion of the Lake Emma hole and open pit reclamation will be <br /> completed in 1992. <br /> In addition, during 1991 (time permitting) , SJCMV plans to move <br /> the old Lead Carbonate Tailings Pond (located within the American <br /> Tunnel Portal permit boundary) to Tailings Pond #1, if the MLRD <br /> has no objection. No specific plan was ever submitted for <br /> disposal or reclamation of the pond and we believe consolidation <br /> with Tailings Pond #1 tailings is probably the best approach to <br /> reclamation of the area. <br />
