This TR is needed to implement construction <br /> projects that will enable Sunnyside Gold Corporation (SGC) to close <br /> the valves on the tunnel bulkheads approved in TR-014 and move <br /> towards addressing mine drainage in a manner satisfactory to the <br /> permitting agencies, Division of Minerals and Geology (DMG) and <br /> Colorado Department of Public Health and Environment - Water <br /> Quality Control Division (CDPHE-WQCD) and SGC. Their <br /> implementation will allow progress to be made towards the goal of <br /> final site reclamation. <br /> These projects were conceived and evolved as part of a voluntary <br /> agreement and program to address WQCD's concerns with implementing <br /> TR-014 without defining, through the courts, the substantial issue <br /> of responsibility for permitting seeps or springs that may emerge <br /> or increase in flow as a result of closing the valves on the <br /> bulkheads. <br /> The projects included in this voluntary agreement that affect MLR <br /> File No. M-77-378 permitted lands that are not included as a part <br /> of the existing Mining Plan or Reclamation Plan are: <br /> 1) the diversion and treatment of Cement Creek at the American <br /> Tunnel. <br /> 2) the injection of alkaline waters into the mine pool to speed <br /> physical equilibrium and allow the mine pool to approach <br /> chemical equilibrium from the basic side of the pH scale. <br /> The conceptual plans approved by WQCD and also reviewed by DMG (as <br /> inspectors for the projects) are attached. Additional project <br /> discussion is included below under the applicable MLR permit <br /> sections. <br />
