Pineda <br />Director <br />We have received your application for a technical revision to your permit to conduct coal mining in <br />Colorado. Our initial review indicates that all preliminary items required by Rule 2.08.4(5) have <br />not been submitted. Thus, your application is incomplete for the purposes of filing as of August <br />22, 2012. <br />Some portions of the proposed Public Notice refer to the King I Mine, whereas the quadrangles <br />referenced are applicable to the King Coal Mine as a whole (including King 11). Please revise the <br />text to clarify the difference between the King Coal Mine and the King I Mine to which this <br />revision applies. <br />A report prepared by Trautner Geotech has been submitted, and provides various options for <br />replacement of the coal mine waste as backfill against the King I portal highwall. The TR -20 <br />application does not contain a description of the final configuration (particularly the H:V slope and <br />volume of the backfilled material) that GCCE proposes to construct. These details would be <br />appropriately provided in the Backfilling and Grading portion of Section 2.05.4. In addition, the <br />proposed configuration should be illustrated and identified on a permit map. <br />In accordance with Rule 2.07.3(1), you have the opportunity to amend, review, or otherwise make <br />your application complete. <br />If you have any questions, please contact me. <br />Sincerely, <br />Marcia L.
