The deadline of May 2 <br />was requested by Ms. Camille Farrell in a technical review letter <br />on the SGC Permit Amendment No. 3 proposal dated April 6, 1988. <br />This short extension is requested in order to assure a complete <br />airing of SGC and Division positions and concerns over the <br />character of this material, and the requirements contained in the <br />approved consolidated permit (Amendment No. 2 to M -77 -378) <br />relative to its handling. <br />It is the opinion of SGC, based on site evaluation and laboratory <br />analysis, that these materials may be disposed of on -site and <br />reclaimed, rather than transported to Tailings Pond No. 3. SGC <br />has requested via Permit Amendment No. 3 that vegetative studies <br />be conducted on these materials in order to assess their true <br />reclaimability. <br />The current Division position is tied to the Amendment No. 2 <br />provision for disposal of "sludge" on Tailings Pond No. 3 only. <br />SGC does not agree that these materials meet the definition of <br />"sludge" as implied in the permit, and that in -place reclamation <br />trials are appropriate. These trials have been proposed in the <br />approved Amendment No. 3 and, with Division approval, the studies <br />can be initiated during the 1988 field season. <br />
