Janet Binns
Please feel free to contact me if you have any questions.
Sincerely,
Selected Coal Mine Bond Release Issues, 4/18/1995) may provide assistance in determining
appropriate sampling design for small areas.
NECC - Sampling methodology was amended on revised pages 2.05 -21 and 22. NECC discussed
the issue of small area sampling with two vegetation consultants. Neither saw any problem with
sampling small areas.
5. DRMS - The Division requests that NECC provide documentation of the volume of topsoil
replaced at the NW Ventilation Shaft reclaimed pad area. (Rule 2.04.13(d)).
NECC - The Applicant estimates that 200 cubic yards were salvaged and then replaced on the
disturbed area. This equates to less than 2 inches to topsoil salvaged and replaced.
6. An incidental permit boundary revision was necessary since the 2008 permit boundary
encroached on areas where NECC no longer has right on entry. Map 3 was revised to show the
revised 2012 permit boundary. The revised permit boundary encompasses 3.2 acres. The 1.2
acre disturbed area does not change. The technical revision form shows that the permit boundary
needs to increase by 2.0 acres since DRMS shows the permit boundary as 1.2 acres (MR -84
decision form).
J. E.
