Outside oflimited use by early explorers and trappers, logging, farming; and ranchiilg <br />activities were what really assisted with the development of Routt County, The Oak Creek coal <br />fields produced coal for local consumption, but did not start producing large quatatities until rail <br />lines were built iu 1906 to transport coal to the Denver area (Mehls 1994_II -45). Historic Euro- <br />American sites in the vicinity include homesteads, ranches, mines, trails, and roads. For <br />additional information for this era can be found in Ivlehls (1944) and Church et a1. (2007), <br />Early Government Land Office (GLO) survey base amps were checked for any historic <br />features or structures which may still exist within the project boundaries. The 1915 GLO for <br />T5N R87W Sec. 34 depicts a historic road and historic ditch in the southeast corner of the block. <br />Statement of Objectives <br />General prehistoric research objectives for this area include the continuing effort to refine <br />the regional chronology, develop a clearer understanding of settlement patterns, determining the <br />cultural processes responsible for the patterns of prehistoric change and continuity, and <br />deterininin prehistoric demographics (Reed and Metcalf 1999). Historic research objectives are <br />also aimed at adding and refining data concerning the events, peoples, and places of the Iast 120 <br />gears (Mehls 1984). Church et al. (2007: 290) stress the iinportance of archival sources as a way <br />of addressing the gaps and overlaps within the current historic data base. <br />Following state and federal policies and regulations iznptementing the National Historic <br />Preservation Act (Public Law 89 -665) as amended, this project area was inventoried to identify <br />any cultural resources within the area of potential effects of the proposed. project. Any <br />discovered cultural resources are evaluated for eligibility to the National Register of Historic <br />Places (NRHP) gender the Criteria for Eligibility (36 CFR §60.4). Register eligibility is evaluated <br />in terms of the integrity of the resource, and its association with significant persons, events, or <br />patterns in history or prehistory, its criginecriang, artistic, or architectural values, or its <br />information potential for important research questions in history or prehistory. <br />4 <br />
