The source of fill for Lake Emma in the Consolidated Permit was to
be "waste rock and talus from the land adjacent to Lake Emma" and in Amend-
ment 03, waste rock from dump No. 2. The temporary storage of the waste
rock close to the hole was based on the premise that a plan approved by
the Division could be worked out to use the material as backfill in the
hole. This assumption is based on the fact that the reclamation plan for
backfilling the hole (Consolidated Permit or Amendment 03) is unrealistic
if this or similar material cannot be used.
Sunnyside has investigated the use of a bactericide (Pro Mac) for
inhibiting the acid-generating process in the temporary waste stockpiles
until final disposition. Representatives for the product believe this would
be an effective use of the product and inhibit acid formation until final
deposition.
The BLM conducted its cultural resource inventory at the site.
Sunnyside salvaged 1574 cubic yards of topsoil (surveyed volume) from
the sites to be disturbed. The topsoil is in stockpile areas, graded and
seeded with signs designating their location. Plans for usage of the topsoil
have not been formulated yet for review by the Division and the BLM.
Final disposition of the waste generated is planned for the Lake Emma
void but will not commence until approved by the Division.
Sunnyside has engaged J.F.T. Agipito & Associates, Inc. to assess the
final pit wall stability. A preliminary site visit was made and an evaluation
will be submitted prior to excavation of the third mine bench.
Sunnyside has placed survey monitoring monuments above each pit and
on disturbed terrain to monitor relative erosion rates.
We believe our efforts comply with the stipulations and basic provisions
of the permit although our line of communication with the Division in the
past has been lacking. We are willing to work with the Division to
satisfactorily address the remaining portions of the stipulations or any
other problems that might arise as the "open pit project" matures.
Sincerely,
Larry Perino
Superintendent - Technical Services
cc: Camille Ferrell, MLRD
LP/dp
