Section 1.2 Proposed Monitoring Plan <br />In anticipation of conducting the activities described in this TR, CBCI is in the process of reactivating <br />CDPS permit no. CO- 0026981. The CDPS permit application will be submitted to WQCD during August <br />2012, and the issuance of the permit is expected no later than Spring 2013. To protect adjacent streams, <br />CBCI will develop and implement a stormwater management plan and submit a stormwater permit <br />application to WQCD in tandem with the CDPS permit application. <br />In email correspondence, on January 5, 2010, WQCD (Andrew Neuhart/Permits Unit Manager) dictated <br />to CBCI (K. King) that it need only monitor the 14L discharge for the January 2010 suite of analytes <br />(Table 2) to obtain the CDPS permit. Between the time that construction activities begin and the time that <br />the CDPS permit is issued, CBCI will monitor the 14L discharge (to be designated as sample location <br />CDPS -001) once every two months using the January 2010 suite of analytes (Table 2). Once the CDPS <br />permit is obtained, CBCI will amend its monitoring plan as dictated by the CDPS permit. Typically, <br />WQCD relies upon its own data for characterization of a receiving system in order to determine effluent <br />criteria. Even though it may not be immediately required by WQCD, CBCI intends to collect water <br />quality data from the receiving streams above and below the 14L discharge on a quarterly basis (at a <br />minimum) until the CDPS permit is issued. <br />Upon completion of the activities proposed in this TR, the outfall of the sedimentation pond (sample <br />location CDPS -001) will be the future point of release for the 14L discharge (see Section 2.0). The <br />intended location for the point of release is very close to the confluence of Imogene Creek and Sneffels <br />Creek, which forms the beginning of Canyon Creek. As a result, capturing above and below samples will <br />entail collecting samples from the following 3 locations (Figure 1): <br />1. CB -A — Imogene Creek up- gradient from the permit boundary <br />2. CB -B — Sneffels Creek up- gradient from the permit boundary <br />3. CB -C — Canyon Creek below the mixing zone of the confluence of Imogene Creek and Sneffels <br />Creek, and down - gradient from the permit boundary <br />In summary, the following list outlines the proposed monitoring plan until the CDPS permit is obtained: <br />Location Interval Suite of Analytes <br />CDPS -001 bimonthly Refer to January 2010 suite in Table 2 <br />CB -A quarterly Refer to January 2010 suite in Table 2 <br />CB -B quarterly Refer to January 2010 suite in Table 2 <br />CB -C quarterly Refer to January 2010 suite in Table 2 <br />As stated before and further described in Section 3.0, a new partial flume will be constructed to measure <br />flow of the discharge. Flow measurements from the other sample locations will be collected as field <br />conditions allow. <br />Section 2.0 Sedimentation Pond Construction <br />Construction activities in the portal area could potentially stir sediment into the discharge flowing from <br />the collapsed 14L portal. As a result, CBCI plans to utilize the sedimentation pond that was historically <br />relied upon during previous mining operations. Currently, the sedimentation pond is filled in with <br />topsoil /cap materials and is revegetated (Photo 2).
