TECHNICAL REVISON, CAMP BIRD MINE 112 PERMIT (PERMIT NO. M- 1982 -090) <br />Introduction <br />Camp Bird Colorado, Inc (CBCI) is in the process of completing a number of permanent improvements to <br />portions of its private property that occur within the boundary of the Camp Bird Mine 112 permit (Permit <br />No. M- 1982 -090) (hereinafter referred to as the "112 permit "). These improvements include renovating <br />the historic homes located adjacent to the access road, renovating the bridge crossing Imogene Creek, <br />installing barriers and gates to regulate foot and vehicular access through CBCI's property, placing <br />"Private Property" signage along the perimeter of the property, and repairing utilities that service the <br />historic homes. All of these improvements are being completed as part of CBCI's regular maintenance <br />and upkeep of its property, and these tasks need to be completed regardless of future mining activities. <br />CBCI is including this paragraph in this submittal to provide courtesy notice to the Division of <br />Reclamation Mining and Safety (DRMS) that these tasks are currently underway. All of these <br />improvements will be completed in a manner that does not affect the current conditions of the 112 permit. <br />In addition to the regular maintenance and upkeep, CBCI desires to re- establish access to the Camp Bird <br />Mine through the 14 level (14L) of the mine. In order to do so, CBCI has identified six essential tasks <br />that need to be approved by DRMS, will affect the current conditions of the 112 permit, and therefore fall <br />within the scope of a Technical Revision (TR). These six tasks are listed below and correspond with the <br />numbered sections of this submittal: <br />1. Summarize the baseline hydrologic setting and implement a water quality monitoring plan <br />2. Reconstruct the historic sedimentation pond <br />3. Install discharge conveyance pipe from the portal to the sedimentation pond <br />4. Re -grade staging areas and erect an equipment storage building <br />5. Excavate and stabilize the collapsed 14L portal and rehabilitate the 14L drift <br />6. Revise the reclamation plan and adjust the financial warranty <br />Section 1.0 Hydrologic Setting and Monitoring Plan <br />The 14L water discharge daylights at the toe of the collapsed 14L portal (Photo 1). As a result, activities <br />related to excavating and stabilizing the portal will be in direct contact with the discharge for a limited <br />time. No water quality impacts to the discharge are anticipated, however to ensure that surface water <br />resources are not affected by these activities, CBCI intends to route the discharge to a sedimentation pond <br />prior to its release into Imogene Creek. Prior to activities that could affect the discharge, it is important <br />for CBCI to understand the baseline hydrologic setting, and to use the baseline characterization as a basis <br />from which to compare /monitor the hydrologic setting in the future. <br />Section 1.1 Baseline Hydrologic Setting <br />Given the extensive working history and relatively recent activity at the 14L, water quality data is readily <br />available to determine baseline hydrologic conditions. Water discharges from the 14L portal were <br />previously authorized under Colorado Discharge Permit System (CDPS) Number CO- 0026981. The <br />discharge permit was issued by the Colorado Department of Public Health and the Environment — Water <br />Quality Control Division (WQCD) pursuant to the National Pollutant Discharge Elimination System <br />program administered by the Environmental Protection Agency.
