August 13, 2012
Mr. Jim Stover
2352 North 7th St., Unit B
Grand Junction, CO 81501
RE: BOWIE NO. 2 MINE (PERMIT NO. C- 1996 -083)
COAL MINE WASTE BANKS 1, 2 & 4
2nd QUARTER 2012 INSPECTION REPORT REVIEW
SUB): RESPONSE TO DRMS COMMENTS, DATED JULY 30, 2012
Dear Mr. Stover:
Civil, Structural & Geotechnical Engineers
222 South Park Ave. • Montrose, CO 81401
Ph.: (970) 249 -6828 • FAX: (970) 249 -0945
In response to the review letter from Mr. Brock Bowles of CDRMS, dated July 30, 2012, we offer
the following responses to the comments /questions. Our responses are in the same numeric
order as the comments in the referenced letter.
1. a. You are correct, Test #625 was erroneously reported as "not within spec." when an
adequate compaction of 90.1 percent was achieved.
b. Test #591 — Review of the laboratory correction calculations indicate that acceptable
rounding of moisture and specific gravity tests results in a percent compaction of
90.0 %. This differs from the reported value on the daily compaction record sheet
included in the report due to one significant figure reporting by the field technician.
The compaction density of 90.0% is correct and future reports will reflect the results of
two significant figure calculations derived in the laboratory.
c. Test #600 - Review of the laboratory correction calculations indicate that acceptable
rounding of moisture and specific gravity tests results in a percent compaction of
90.0 %. This differs from the reported value on the daily compaction record sheet
included in the report due to one significant figure reporting by the field technician.
The compaction density of 90.0% is correct and future reports will reflect the results of
two significant figure calculations derived in the laboratory.
d. Test #666 - Review of the laboratory correction calculations indicate that acceptable
rounding of moisture and specific gravity tests results in a percent compaction of
90.0 %. This differs from the reported value on the daily compaction record sheet
included in the report due to one significant figure reporting by the field technician.
The compaction density of 90.0% is correct and future reports will reflect the results of
two significant figure calculations derived in the laboratory.
e. Test #671 should have been marked as "not within spec. ", but due to a typographic
error it was not. The original handwritten field density sheet and the Daily Observation
Report both dated 6/25/12, note that Test #671 did not meet density compaction
requirement of 90 %. This test was re- tested as #671A and passed on 7/2/12 and will
be reported in the next quarterly report.
