I have discussed th�uation with our Director, David C. <br /> Shelton and with Milo Stanton. They both feel, as I do, that this <br /> situation dyes not represent a violation of the permit for this <br /> cperation. Tne information provided by you indicates that Standard <br /> Metals has oeen matting an attempt to meet both the spirit and the letter <br /> of the stipulation to the permit concerning ground water. Furthermore, <br /> in no way did I mean to imply that revegetation efforts were in any way <br /> inadequate. I merely meant that, given the success of your revegetation <br /> research to date, it should be continued and applied in a larger scale <br /> way when practical . <br /> I have given your reply to Mike Stanton for his review concerning <br /> hydrologic issues and the comments in this enclosed memorandum to me is <br /> his analysis of this situation. Our Division staff does still have some <br /> concerns in this matter, and his comments should clarify these concerns. <br /> Please clarify Standard Metals' position as concerns Mike's <br /> reco,flmendations at the end of his memorandum. These recommendations <br /> constitute the Division's position concerning the minimum necessary <br /> corrective actions relative to the seepage from the tailings impoundment. <br /> Please call either me or Mike if you have any questions in this matter. <br /> I will expect to hear from you soon. <br /> Sincerely, <br /> Mark S.
