The statement has been revised and corrected to reflect that reclamation of each <br />mined area shall be completed within 5 years of the commencement of the reclamation phase. <br />17. The Applicant proposes to replace a minimum of 4 inches of topsoil on the reclaimed areas. The soils <br />information provided states topsoil depths ranges from 0 to 1 foot. The Applicant should replace <br />topsoil to a depth that at least meets the existing topsoil depth. Please commit to replacing topsoil to a <br />minimum depth of 6 inches over the reclaimed areas or justify the proposed replacement depth of 4" <br />minimum. <br />Response: Section d) has been revised to reflect that topsoil will be replaced to the existing average <br />depth on the site, or a depth of 6 inches, whichever is less. <br />18. The Applicant did not provide a weed control plan for the site. Please submit a weed control and <br />management plan in accordance with Rule 3.1.10(6). This plan should be developed in consultation <br />with the county extension agency, or weed control district office and should include specific control <br />measures to be applied, a schedule for when control measures will be implemented and a post- <br />treatment monitoring plan. <br />Response: A weed control plan has been outlined at the end of the revised Exhibit E Reclamation Plan. <br />6.4.12 Exhibit L — Reclamation Costs <br />19. As required by Rule 6.4.12(1), please provide all information necessary to calculate the costs of <br />reclamation, not only the costs for seeding and mulching, and state the anticipated maximum acreage <br />disturbance at one time. The information must be broken down into the various major phases of <br />reclamation. The information must be sufficient to calculate the cost of reclamation that would be <br />incurred by the state. <br />The Division will estimate the cost to reclaim the site based on the information submitted once the <br />applicant addresses the concerns noted in this letter. <br />Response: Exhibit L has been revised to include the earthwork required to bring the site to final <br />reclamation. <br />6.4.13 Exhibit M — Other Permits and Licenses <br />20. Please commit to providing the Division with copies of the approved permits and licenses required for <br />the Pawnee Aggregate Pit. <br />Response: The applicant will provide any and all approved permits and licenses required for the Pit to <br />the Division of Reclamation, Mining and Safety. <br />6.4.15 Exhibit O — Owner(s) of Record of Affected Land (Surface Area) and Owners of Substance to be <br />Mined <br />21. The Division did not receive proof of notice as required by Rule 1.6.2(e)(1) for the following Owners: <br />
