(EFCI) submits that we have elected to <br />postpone the Southfield mine's revegetation sampling and monitoring reporting until the <br />following year, 2013. As you know, this region (and others) is experiencing drought <br />conditions. The last two winters have offered only limited snow melt and summer rains <br />have been less than norm for the area. The 2012 spring season brought a very limited <br />amount of precipitation. Consequently, vegetation at Southfield is very stressed showing <br />stunted growth particularly on the southern and western sides of the refuse pile areas. We <br />agree with the Division's comment that if we were to sample the vegetation currently, we <br />may not be able to meet the required criteria for revegetation. <br />Concurrent with the above decision to postpone and understanding that the <br />scheduled Southfield Subsidence Survey is typically due two years prior to a final bond <br />release request, EFCI elects to postpone the subsidence survey until 2013.
