Communications between Colorado Parks & Wildlife (formerly DOW) and Colowyo provide
a great deal of information concerning anticipated impacts to wildlife populations and habitat
types, given the proposed activity in the Collom Area. In addition, significant evaluation and
negotiation of potential mitigation measures were captured in these communications and
included in the application.
Specifically, please refer to the September 28, 2012 version of Volume 15, Section 2.04.11(1-
3) pages 85 -87 for expected habitat impacts to multiple species as determined by Colorado
Parks & Wildlife. Please refer to Volume 15, Section 2.05.4, 2.05.6(2) and 4.15 for a
description of Colowyo's proposed reclamation plan, mitigation measures, and rationale for
these efforts. As OSM has a full copy of the permitting materials in their possession, it should
be available to them.
Enclosed please find a copy of the 2008 and 2011 Collom Area Grouse Lek and Raptor Nest
Monitoring Reports as requested. This information should resolve items three and four of the
August 2, 2012 letter.
If you have any questions or require additional information, please feel free to contact me at
(970) 824 -1531.
Kurtis Blunt
Environmental Supervisor
Encl. 1 copy
cc: DRMS - Rob Zuber
COAL
COMPANY
A Western Fuels- Colorado, LLC mining property
