MINE BENCH <br />The surface disturbed area includes the mine bench and the access road to <br />the mine bench. Total disturbed acreage is 10.88. All surface facilities for the <br />support and processing of coal were constructed on the mine bench. No surface <br />mining operations exist on the mine bench; all coal extraction activities were <br />confined to the underground King I Mine. <br />Map King I -007 shows the permit area which includes the mine bench. <br />Facilities constructed on the bench included office building, bath house, shop, scale <br />house, office trailer, tipple area with coal storage bins, coal stocking (storage) areas, <br />a main fan, 10,000 86 37,000 gallon water storage tanks, a rock dust silo, and a sub- <br />station. <br />With the exception of the tipple and the main fan construction site, the <br />remaining facilities were erected upon the natural (original) contours of 3:1 slopes. <br />A 1.5:1 sloped highwall was cut to provide a bench for the main fan and the tipple <br />area. The tipple sets at the outcrop of the coal seam being mined. A third highwall <br />exists directly south on the mine property with a slope of 1.5:1. The bench created <br />by the earth work here is site for the shop structure erected in 1981. <br />The highwalls and the back - filled gully are shown on Map King I -007 and are <br />included within the boundaries of the surface disturbed area of 10.88 acres. <br />Spoil material from the earth worked areas will remain in the southeastern <br />gully. Diversion channels (See Map King 1 -007) will divert the up -slope runoff <br />around the disturbed areas. The reclamation plan calls for utilizing the soil stored <br />in the southeastern gully and re- vegetating these areas upon abandonment of the <br />mine. <br />MINE WASTE ROCK DISPOSAL <br />During normal underground mining operations, shale and sandstone break <br />away from the roof and floor of the coal seam. This material is removed from the <br />mine and placed in the existing mine waste (refuse) storage area. All mine refuse is <br />being constructed into a waste bank. As of June 2012, approximately 165,000 yd <br />exist. Anticipated refuse production from 2012 through 2017 is approximately <br />5,000 cubic yards per year. The waste bank is currently designed to accommodate <br />up to 1,000,000 yd Details of design and construction are given in Appendix 10(1) <br />and are entitled Waste Bank Design Summary Report , November 1993, revised <br />December 1997, by Don R. May, P.E. The location of the proposed mine waste <br />storage area is shown on Map King I -007 and Mine Waste Pile Design, Plan Layout <br />and Detail Sheet. Standard Proctor tests and nuclear density tests will be performed <br />as detailed in Don May's aforementioned report to ensure that the waste pile <br />continues to meet the designed compaction requirements. Should different types of <br />strata be encountered during mining, these tests will be repeated to ensure that no <br />significant changes in compaction are allowed. <br />Coal Mine Waste used to backfill the west highwall area will be addressed in <br />forthcoming Technical Revision TR -20 to be submitted August, 2012. <br />GCC Energy, LLC <br />Section 2.05.3 <br />Page 2 <br />OPERATION PLAN - PERMIT AREA <br />King I Mine <br />August 1, 2012 <br />
