RESPONSES TO SPECIFIC COMMENTS <br /> Response, Comment 1 <br /> The Final West-Central Colorado Coal Environmental Statement <br /> (FWCCCES) examined the impacts of future growth of existing mines. <br /> See FWCCCES, Volume One, Regional Analysis. A reference to this <br /> previous analysis occurs on page of the Draft EA. <br /> Response, Comment 2 <br /> On page 319 of the FWCCCES it states <br /> "Since most new employment created by the proposed actions <br /> would be Fermenent, it is expected that most of these new <br /> residents would be inclined to establish permanent residences. <br /> A ratio of 65 percent single-family units, 25 percent mobile <br /> home units, and 10 percent multi-family units was used to <br /> estimate the housing requirements due to the proposed actions." <br /> The non-local hiring analysis in the EA hits this situation. <br /> Response, Comments 3, 4 <br /> Note text changes. <br /> Response, Comment 5 <br /> See.Response, Comment 1. <br /> Response, Comment 6 <br /> The proposed action of this EA is the removal of Special Stipu- <br /> lation 30c of Lease C-27432 by mutual consent. Lease C-27432 is a <br /> valid, existing lease issued on August 15, 1979; it was issued <br /> under the provisions of the lease proposal and sale published in <br /> the Federal Register on June 1, 1979. This proposal was consistent <br /> with the provisions of the amended court order in NRDC v. Hughes, <br /> 454 F. Supp. 148 (O.D.C. 1978) , under which this lease proposal was <br /> addressed and the sale held. Therefore, the proposed action is a <br /> modification of an existing lease which is a contractual commitment <br /> between BU-1 and Colorado Westmoreland , Inc. (CWI ). Such a modifi- <br /> cation may be made by mutual consent of the parties to the contract. <br /> With the' issuance of the Final Federal Coal Management Regulations, <br /> 43 CFR Part 3400, on July 19, 1979, the provisions of the amended <br /> court order in NRDC v. Hughes were no longer in effect. The BLM is <br /> no longer bound to limit production to levels eligible under the <br /> NRDC v. Hughes order. Special Stipulation 30c was a limit on the <br /> rate of production placed on' the Lease C-27432 as a result of the <br />
