not required by Colorado regulations, within the Federal Regulations there
is a further consideration of "cultural and historic resources eligible for
listing on the National Register of Historic Places".
In April and May, 1977 and August, 1980, cultural, historic and archaeological
resource surveys were conducted over the proposed life of mine and adjacent
areas. The methodology and results of these surveys are set forth in detail
in the Archaeological Appendix in Volume 4. This information is summarized
on page. 10 of Section 2.04.4 of Volume 8 and page 164, Section 2.05, Volume
8A. During the survey, only 2 possible sites were identified within the area.
These were two abandoned coal mines located adjacent to the Orchard Valley
mine at the same approximate elevation. The applicant believes that these
two sites are not historically significant. However, before a finding of
compliance can be made, the following stipulation is necessary in order to
determine if these sites are listed or eligible for listing in the National
Register of Historic Places:
COLORADO WESTMORELAND, INC. MUST OBTAIN A LETTER FROM THE STATE
HISTORICAL PRESERVATION OFFICE WITHIN 30 DAYS OF THE PERMIT ISSUANCE
STATING WHETHER OR NOT THERE ARE ANY PLACES LOCATED WITHIN THE PROPOSED
PERMIT AREA WHICH ARE LISTED OR ELIGIBLE FOR LISTING IN THE NATIONAL
REGISTER OF HISTORIC PLACES.
IV. GEOLOGY (2.04.5 and 2.04.6(2))
For a description of the geology of the mine area, please see the Regional
Geology and Ground Water Hydrology portion of Section IX, Probable Hydrologic
Consequences and Cumulative Impact Assessment of this document.
f
The geology sections of the permit application, found on pages 11 to 54 of
Section 2.04 of Volume 8, the geology Appendix of Volume 9, and on maps 23,
41, 42, 44, and 49 of Volumes 5, 6, and 9 have been reviewed by the Division.
All concerns pertaining to the geology description which were raised in
the December 2, 1980 and April 27, 1981 Preliminary Adequacy Reviews of the
permit application have been satisfactorily resolved and the proposed opera-
tion is in compliance.
V. HYDROLOGIC BALANCE: SURFACE WATER (2.04.5, 2.04.7, 2.05.3, 2.05.6(3) ,
4.05)
For a description of the surface water hydrology of the mine area and a dis-
cussion of the impacts of mining on surface water, please refer to the Surface
Water Hydrology and Climate portion of Section IX, Probable Hydrologic Con-
sequences and Cumulative Impact Assessment of this document.
7:e surface water quality, dirersicrs, sediment control , and discharge structures
sections of the application have been reviewed by the Division. The surface
water quality portion of the permit application can be found on pages 78 to
cf part 2.04 of folurre 8, and the surface water appendix of Volume 2. The
diversions, sediment control, and discharge structures sections can be found
on pages 23 to 34 and 126 to 164 of part 2.05 of Volume 8A, the surface water
appendix of Volume 2, and the ponds impoundments, and dams appendix of Volume 3.
f ' All concerns pertaining to these sections which were raised in the December 2,
