-37- <br /> CWI has retained the services of Merrick and Company and Geohydro Consultants <br /> to investigate the slope stability of the entire surface facilities area at <br /> the Orchard Valley mine. Phase I of this study was completed and a summary <br /> report prepared by Geohydro Consultants was submitted to the Division for <br /> review on July 21, 1981 (see Volume 10, Stability Analysis) . The analysis, <br /> prepared in accordance with the present state-of-the-art of geotechnical analysis, <br /> determined that no immediate major hazards existed at the mine site. The <br /> report does observe, however, that some local stability problems exist and <br /> that factors of safety of individual cuts and fills will have to be increased <br /> by redesign and reconstruction to achieve a stable final reclaimed configuration <br /> in accordance with the regulations. In order to accomplish this task, Geohydro <br /> Consultants report presents a list of recommendations for Phase II of the <br /> continuing study, including such tasks as: Evaluation of nearby landslides <br /> mapped by the Colorado Geological Survey; completion of test drilling and <br /> test pits; installation of monitor wells; soil and rock testing; and the <br /> completion of a series of stability analyses for existing and reclaimed slope <br /> configurations. <br /> CWI has also committed to the completion of detailed engineering redesigns <br /> of the appropriate cut and fill slopes, utilizing the results of Geohydro <br /> Consultants' Phase II investigation. Merrick & Company has been retained by <br /> CWI to complete the appropriate design tasks (see Various Letters of Proposal <br /> in volume 10, Stability Analysis) . <br /> The Division finds that the following stipulations are necessary to achieve <br /> compliance with the Backfillin g and Grading requirements of Rule 4.14: <br /> COLORADO WESTMORELAND, INC. IS DIRECTED TO COMPLETE PHASE II OF THE GEO- <br /> TECHNICAL AND STABILITY ANALYSES OF ITS SURFACE FACILITIES AREA AT <br /> THE ORCHARD VALLEY MINE, AS OUTLINED IN THE VARIOUS LETTERS OF PROPOSAL <br /> FROM MERRICK & COMPANY AND GEOHYDRO CONSULTANTS INCLUDED IN VOLUME 10 <br /> OF THE AMENDED APPLICATION. PHASE II REPRESENTS A MORE DETAILED <br /> INVESTIGATION INTO POTENTIALLY CRITICAL AREAS OF THE SITE DELINEATED <br /> DURING PHASE I OF THE ANALYSIS, THE REPORT OF WHICH IS CONTAINED IN <br /> VOLUME 10 OF THE APPLICATION. THE SCOPE OF PHASE II OF THE ANALYSES <br /> SHALL INCLUDE TEST DRILLING AND EXCAVATION OF TEST PITS, THE INSTALLATION <br /> OF APPROPRIATE MONITORING WELLS, THE PERFORMANCE OF VARIOUS SOILS AND <br /> CHEMICAL TESTS, AND THE PERFORMANCE OF A SERIES OF STABILITY ANALYSES <br /> DEALING WITH THE EXISTING FACILITY CONFIGURATIONS, PROPOSED RECLAIMED <br /> CONFIGURATIONS AND WITH THE PROPOSED COAL PROCESSING WASTE DISPOSAL <br /> PILE. THIS ANALYSIS SHALL BE COMPLETED AND A REPORT SUMMARIZING THE <br /> RESULTS AND METHODOLOGY THEREOF SUBMITTED TO THE DIVISION FOR REVIEW <br /> BY DECEMBER 31, 1981. <br /> COLORADO WESTMORELAND, INC. IS DIRECTED TO COMPLETE PHASE III OF THE <br /> STABILITY ANALYSIS AND REDESIGN OF THE FINAL RECLAIMED CONFIGURATION <br /> OF THE SURFACE FACILITY AREA OF THE ORCHARD VALLEY MINE, AS DESCRIBED <br /> IN THE VARIOUS LETTERS OF PROPOSAL FROM MERRICK & COMPANY AND GEOHYDRO <br /> CONSULTANTS INCLUDED IN VOLUME 10 OF THE AMENDED APPLICATION.
