The gradient of the newly completed section of the groundwater diversion <br /> ditch appeared consistent, positive flow was observed for all ditch portions, and <br /> transitioned smoothly with the previously completed diversion ditches on its east and <br /> west ends. Evidence of ditch flow escaping the ditch at the transition locations was not <br /> observed. Topsoil replacement and re-seeding had occurred for areas affected by the <br /> newly completed ditch section. Vegetative cover of the desired reclamation species were <br /> becoming established. Evidence of weed control methods being employed for surrounding <br /> areas was noted. The site appeared stable, evidence of slumping, settling or erosion was <br /> not observed. <br /> Conclusion: Installation of the groundwater diversion structure appeared consistent <br /> with SGC's June 28, 2001 correspondence. Observations made during the inspection <br /> and recorded in this report indicate that SGC has completed the Upland Groundwater <br /> Diversion Project for Tailings Pond 4 in accordance with the conditions of the Consent <br /> Decree and with the performance requirements of the Colorado Mined Land Reclamation <br /> Act and the Hard Rock/Metal Mining Rules and Regulations of the Colorado Mined Land <br /> Reclamation Board. <br />
