PERMIT #: M -1991 -082 <br />INSPECTOR'S INITIALS: TC1 <br />INSPECTION DATE: May 8, 2012 <br />OBSERVATIONS <br />This site visit was requested by Mr. Jay Baker and Mr. Dick Lass as parties interested in succession of operator <br />options. Messrs. Baker and Lass are interested in the potential reclamation liabilities and mining limits. <br />Messrs. Baker and Lass were onsite for the inspection and introduced this inspector to Mr. Larry Laughrey after <br />walking the site perimeter. Mr. Laughrey is the permittee contact since the passing of his brother and mine <br />operator, Frank Laughrey. The Tiger Timber Site is located approximately 800 feet due north of the intersection <br />of U.S. Hwy 24 and Teller County Rd 1 in Florissant, CO. <br />Inspection: <br />A permit sign was displayed (see Photo 1), but not at the site entrance. Boundaries were for the most part fairly <br />well marked by barbed wire fence. There was some question about the boundary on the northeast corner and <br />the east side. <br />The site was inactive at the time of inspection. No mining has occurred since the Frank Laughrey passed away. <br />However, material has been imported on two occasions (according to Larry Laughrey). These include material <br />from some construction activities on Teller County R1 about 3 years ago, and topsoil cover material from the <br />nearby water or waste water treatment plant about a year ago. There are steep highwalls on the north and east <br />side of the pit (see Photos 2 and 3). These are apparently pre -law features from previous mining activities as <br />indicated by the contours on the attached mining plan. <br />The site is also used as a sawmill work area and lumber storage. These areas are identified on the original <br />mining plan (attached). There are several rolloff bins stored on the pit floor (see Photo 4). <br />There is one stockpile on the west side of the site (see Photo 5). It is not known whether this is topsoil or <br />material to be sold. It does support some volunteer vegetation and appears to be stable. <br />Groundwater is not exposed at the site. No noxious weeds were observed. <br />File Review Notes: <br />• The total permitted area is 5.6 acres. <br />• The approved reclamation plan shows the northeast part of the pit being sloped at 2.611:1 V and the north <br />pit wall sloped at 2.3 to 2.5H:1 V (see attached reclamation plan). <br />• The previous inspection was performed on 8/11/2009. No problems were noted. <br />• There is a $10,000 financial warranty (CD) for the site, which is deemed adequate for reclamation. <br />• Annual fees and reports are up to date through 2012. However, the map was deemed inadequate. <br />• The 2012 annual report indicates no mining has occurred for approximately 2.5 years. <br />• The post -mine land use is commercial/industrial for the sawmill operation. Side slopes are to be <br />vegetated. <br />Current Stipulations: <br />None. <br />Recommendations: <br />The Division recommends the following tasks be completed by the Operator: <br />1. Move one of the mine identification signs to the site entrance. <br />2. Use a copy of the attached mining plan to submit as an acceptable map for the annual report.
