INSPEC REPORT
Site:National King Coal Mine, Hesper us, Colorado
Inspected By: Don ft May, P.1.., Project Engineer
Inspection Date: 2" ` Quarter Inspection, Juno 30, 2012
Ponds: Photographs 1 and 2 show the east and west ponds. Both are generally in good
condition but both also appear to need cleaning. Excess sediment should be removed from
the bottom of the ponds to assure the assure the required storage volume of water. The
inlets, outlets and embankments of both ponds were inspected and appear to be operating as
designed. As mentioned in previous reports the elevation of the staff gage should be
checked to assure it accurately reflects design elevation of the bottom of the pond.
Drainage Ditches: All drainage ditches were inspected. As reported previously there is at
least one location on the "dirty water" ditch that runs from the top of the pile down through the
yard and to the west pond that has experienced some erosion on the left bank (looking down
stream). See photograph 3. All ditches should be inspected and repaired as needed.
Drop inlets and pipe entrances should be routinely cleared of dirt and debris to assure proper
performance (photograph 4).
Drainage in and around the upper and lower yards is working well and both are in good
shape. Except where noted, all drainage features have been constructed and are operating
as stated in the drainage plan submitted to the Division of Minerals and Geology.
Coal Waste Pile: The top of the waste pile is in good condition. There are some piles on top
of the pile waiting to be spread (photograph 5). This should be done routinely. The thickness
of each lift should not exceed that specified in the design and care should be take to assure
the proper cross slope. In addition, the density of new fill material should be periodically
checked to assure design compaction. The face of the waste pile appears stable and in good
condition as seen in photograph 6. Except for any items mentioned above the fill on the
waste pile has been constructed as specified in the design approved by the Division of
Minerals and Geology.
