Compliance With Mine Plan NA - Support Facilities Not On-site <br /> R - Other NA - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> INTRODUCTION: <br /> This was a partial inspection of the Roadside Portals Mine conducted on July 31,2012 by Mike Boulay of the <br /> Division of Reclamation,Mining and Safety Grand Junction Field Office. There was no operator representative <br /> present during the inspection. Weather conditions were sunny and warm. Ground conditions were mostly dry. A <br /> brief rainstorm moved through the area earlier in the day prior to the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Site Sedimentation Ponds 6, 10, and I I were inspected. All of these ponds were dry. All pond embankments, <br /> inlets and discharge structures were stable and no problems were noted at any of these sediment pond locations. <br /> The Colorado River is still flowing lower than normal due to recent dry conditions. The upper stretches of Coal <br /> Creek were damp and showed evidence of flowing water(Photo No. 1). The rain gauge located along Coal Creek <br /> access road indicated a trace of precipitation fell(.07 inches)from the storm earlier in the morning. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The CRDA-I and CRDA-2 waste piles were inspected and both waste piles appeared to be stable. Overall the <br /> reclamation looks good at both of these refuse disposal sites.The lower terrace drains and diversion ditches at <br /> CRDA-I and CRDA-2 were inspected and found to be stable and dry. There were no areas of instability or <br /> erosion identified at either of these refuse disposal areas and no problems were noted. CRDA-I has good <br /> vegetation establishment(Photo No. 2).
