The Phase III area of the West Pit drains into the West Pit Fill Ditch and ultimately into the West <br />Pit Pond. The West Pit ditch is a riprapped channel that was stable. All of the runoff from the <br />West Pit Fill, including the Phase I Bond Release areas, flows from a series of contour ditches <br />into the West Pit Fill Ditch. The West Pit Fill Ditch is not in any of the West Pit reclamation <br />blocks requested for release and the Division is not proposing to release any portion of the West <br />Pit Fill Ditch with SL-05. <br /> <br />During the bond release inspection in August 2010, the SL-05 Phase III Bond Release areas in <br />the East Pit were all inspected to ensure that they have met the requirements for drainage control <br />reestablishment. The following ditches were inspected for SL-05: Gulch A Ditch, Section 11 <br />Ditch, the Southeast Tributary to Streeter Ditch, and the Southwest Tributary to Streeter Ditch. <br />Gulch A is excluded from the SL-05 area because it receives runoff from areas in the SL-05 area <br />as well as areas not included in the bond release area. The other ditches have drainage areas <br />entirely within the Bond Release area, and these ditches are included in the SL-05 area. No <br />problems were noted with side-cutting along the lengths of the ditches. All ditches were found <br />to meet design criteria, including: <br /> <br /> <br />Ditch elevations along the profile <br /> <br /> <br />Lateral locations <br /> <br /> <br />Cross section dimensions <br /> <br /> <br />Riprap size. <br /> <br />Other ditches in the East Pit area (including the East Side Collection Ditch, the Streeter South <br />Side Ditch and Streeter Ditch) were not inspected during the bond release inspection, but they <br />have been inspected by the Division at other times and found to be in good condition. These <br />were not included in the SL-05 area because they receive runoff from areas in the SL-05 area as <br />well as areas not included in the bond release area. <br /> <br />The portion of the West Pit that is included in the SL-05 bond release area includes portions of <br />the drainage areas for the West Pit Fill Ditch. The West Pit Fill Ditch also conveys flow from <br />areas not included in the SL-05 application and is excluded from the SL-05 Bond Release. <br /> <br />Hydrologic Balance <br /> <br />Evaluation of Hydrologic Impacts Required by Section 3.03.2(2) <br /> <br />Rule 3.03.2(2) requires the Division to evaluate hydrologic impacts prior to releasing <br />reclamation liability. This evaluation must consider whether pollution of surface or subsurface <br />water is occurring and the probability of future occurrence of such pollution. The Division's <br />evaluation is summarized below. <br /> <br />Ground Water Impacts <br /> <br />The North Good Spring Well (sometimes called the New Good Spring Well) is an alluvial well <br />down gradient of the SL-05 parcels in the East Pit area.
