PR -06 creates flatter and therefore better slopes than the original, pre -mine contour, and <br />the in -place measurements show better (flatter) slopes than PR -06. The departures from <br />the projections stated in PR -06 therefore benefit the landowner. There will also be <br />opportunity for WFC to make minor adjustments to the final topography of the Property <br />in the process of final grading. <br />4. On the Morgan Property, the post mine topography for this area was designed to provide <br />broader, flatter fields than had existed prior to mining to maximize the utility of this <br />Irrigated Cropland for the owner. Since topsoil has not been replaced on all of the <br />Morgan Property, the final topography was projected (vertical addition of 54 inches of <br />topsoil) from a survey of the top of overburden. A comparison of the overall grades of the <br />pre mine, approved post mine topography, and projected final topography is shown <br />below. Additionally, steep grades on Irrigated Cropland are to be minimized. While it is <br />impossible to assure that there is no square inch of ground that is steeper than 6 %, it can <br />be seen in Table 1 below that the portion of the total 106 acre Morgan Property that falls <br />into this category is very small. <br />5. As shown below, the projected final topography will be better (i.e. flatter and more <br />suitable for the landowner's intended use as cropland) than the approved post mine <br />topography shown in PR -06 or the pre -mine topography. <br />Table 1- Morgan Property: Grade Comparison <br />Overall Grade Portion of Area Over 6% Grade <br />Pre Mine 3.32% 6.8% <br />Approved Post Mine (PR -06) 3.11% 2.3% <br />Projected Final 2.94% 1.4% <br />Note: All calculations were done on a 1Ox10x10 three dimensional grid using Carlson 2012 software. Topographic <br />for grids from pre mine survey, approved post mine topography map, and top of overburden survey data gathered at <br />New Horizon Mine. The Carlson reports showing the calculations are attached. <br />The New Horizon Mine endeavors to match the approved post mine topography as part of <br />reclaiming the areas it mines to the approved post mining land uses. An overriding goal of the <br />western reclamation of the New Horizon Mine has been to provide the landowners with quality <br />agricultural land once mining and reclamation is completed. Therefore, while matching the <br />approved post mine topography is important, priority is given to establishing land slope that is <br />conducive to the post mining land uses like Irrigated Cropland and Irrigated Pastureland. <br />
