OBSERVATIONS <br />PERMIT #: M- 2012 -014 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 13, 2012 <br />This was a pre- operation inspection of the Pawnee Aggregate Pit conducted by Peter Hays with the Colorado <br />Division of Reclamation, Mining and Safety (Division). Mr. Dan Weathers with Patrick Engineering was present <br />during the inspection. <br />The 112c application package was received by the Division on April 12, 2012 and deemed complete for <br />purposes of filing on May 9, 2012. The Division sent the Applicant and their consultant a copy of the Division's <br />adequacy review letter on July 17, 2012. The current permit decision date is August 7, 2012. No objections to <br />the permit were received by the Division within the public comment period which ended on June 25, 2012. <br />The site is located approximately 8 miles southeast of Grover, Colorado in Weld County. The Pawnee <br />Aggregate Pit will be 160 total acres in size with approximate 77 acres of affected land. The site will be mined <br />in 4 phases with concurrent reclamation. The present and proposed post -mine land use is rangeland, which is <br />consistent with the surrounding land. The required public notice sign was posted at the corner of Weld <br />County Road 112 and 99. The permit boundary corners were not delineated at the time of the inspection. <br />The Division was able to locate the northeast corner marker (SW 1/16 corner of Section 30), but was unable to <br />find the remaining seven (7) section corner markers indicated on the Pre - Mining Plan Map. The <br />representative from Patrick Engineering was reminded of the requirement to install boundary markers prior to <br />start of mining activities. <br />One structure not noted on the Pre - Mining Plan Map, an old stone foundation in the southwest corner of <br />Section 30 was identified during the inspection. This might be the structure mentioned in the History <br />Colorado comment letter. A copy of the letter was included in the Division's adequacy review letter. The <br />Applicant will be required to respond to the comment; however it does not appear the old foundation is <br />within the affected mining area and therefore would not be affected by the mining operation. No mining <br />related disturbance has occurred at the site. No noxious weeds were observed during the inspection.
