July 17, 2012 C- 1981- 012/New Elk Mine JHB <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement, Drainage Control; Surface Stabilization: <br />The east end of DWDA 42 has been re- affected. On 7/17 a front -end loader was placing this material on the <br />grizzly that connects to the Trailblazer (accordion) conveyor, that directs the material on to a "grasshopper" <br />conveyor, on to the RDA conveyor and on up to the RDA. (Photo 8) NECC uses two generators to run this system <br />on conveyors. All activity for the DWDA conveying system is within the approved area for this activity. No <br />spillage of the development waste was observed in this area. The development waste system was idle on 7/18. <br />The DWDA No. 2 has been shaped and surveyed by NECC. NECC provided a copy of NECC's survey, dated <br />6/28/2012, to the inspector. No subsoil or topsoil has been placed on the pile. NECC plans to cover the pile from <br />west to east to allow for removal of material from the east end of the pile. The temporary development waste pile <br />located at the topsoil stockpile area remains in place. Drainage around the temporary pile is intact and reports to <br />Pond No. 7. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6, Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The mine is pumping to Pond No. 1, and Pond No. 1 was discharging at the time of the inspection on 7/18. The <br />flow meter has been installed. (Photo 10) A smooth pipe has been attached to the north end of the CMP. A short <br />piece of CMP had been attached to the outlet end of the primary discharge pipe (CMP) that goes through the <br />embankment and under the haul road. There was seepage from the connection of the two CMPs. This link needs <br />to be tightened down and made water tight. NECC has not backfilled the fill material back around the discharge <br />structure yet. The seep needs to be repaired prior to backfill. This seep is not occurring through the embankment, <br />but is limited to the connection between the two CMPs. <br />Pond 8 was holding a pool of cloudy water. This elevation is well below the discharge elevation. <br />Pond No.7 is not currently being cleaned of sediment. Vince believed that additional material was planned for <br />removal. Water from facilities operations and washdown was reporting to Pond No. 7 at the time of the inspection <br />on 7/17. <br />Pond No. 6 was not currently being utilized for process water. The process plant is shut down. Pond No. 6 has <br />not yet been lined. <br />North containment area No. 5 needs sediment cleanout this season. Drainage off the conveyor to the east of <br />containment area No. 5 still reports to this SAE, but storage volume is almost full. (Photo 7) <br />Containment area No. 3 located east of the conveyor south of the highway will need sediment clean out this year <br />as well. Remaining sediment storage at containment area No. 3 is very limited too. (Photo 9) <br />Culvert C70 still needs rocks cleared form the inlet. <br />Culverts along RDA access road are still in fairly good condition. NECC needs to continue to monitor the RDA <br />access road ditch and associated culverts during the summer thunderstorm season, and maintain these structures as <br />necessary. <br />Ditch D26 above the Bates portal area was walked from above ditch D24CI to the flume on the cast end.
