No <br />representative of Hayden Gulch Terminal was present during the site inspection, but Dennis Bugay was <br />contacted at the mine office. Weather conditions were sunny and warm, with building thunderstorms. <br />Ground conditions were somewhat muddy due to recent rains. <br />FISH and WILDLIFE — Rule 4.18: <br />Two pronghorn were observed along the Tie Across Haul Road. Four mule deer and a sandhill crane were <br />in the interior of the rail loop, and a fawn was behind the rail road cut slope. <br />HYDROLOGIC BALANCE - Rule 4.05 E Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The truck loop pond held water but was not discharging. The outlet culvert was clear. The rail loop pond <br />was dry. All of the ditches in the vicinity of the truck loop, reclaimed facilities area, and rail loop were in good <br />condition and functioning well. <br />There were light rills on the outslope of the regraded truck loop roadway, due to recent rains. Straw wattles were <br />in place at the base of the slope to intercept any sediment.
