(Cotter) Schwartzwalder Mine Environmental Protection Plan (EPP) prepared by <br />Whetstone Associates, Inc. (2010). This approval was based on the expectation that deficiencies in the <br />EPP would be addressed as detailed in the letter from DRMS to Cotter dated January 30, 2012 (DRMS <br />2012a). Cotter submitted the Reclamation Plan as Exhibit E of the Schwartzwalder Mine Permit <br />Amendment Application (Amendment 4) with the intention of addressing these deficiencies. <br />Denver Water retained ARCADIS U.S., Inc. /Malcolm Pimie, Inc. (ARCADIS) to review and comment on <br />the adequacy of the Reclamation Plan.
