Option #3 Temporary Stabilization with Soil Amendments <br />Hydroseed with a sterile triticale, apply 1000 Ibs /ac of Sustane Organic Fertilizer, apply 80 Ibs /ac of Guar <br />Tackifier. <br />Option Evaluation <br />Option #1 <br />Option #1 would be considered a permanent stabilization option for beyond the life of the shale pile <br />existence. The Flexterra would provide erosion protection of the shale piles for up to 18 months. The <br />triticale would provide a cover crop similar to winter wheat. I feel that this is a cost prohibitive option <br />for Asphalt Specialties given the cost of amending the shale to support plant growth, adding Flexterra to <br />guarantee high level water erosion protection, and that permanent stabilization is not warranted. <br />Option #2 <br />Option #2 would be considered a temporary stabilization option. The Guar Tackifier should significantly <br />reduce wind and water erosion until the triticale germinates and establishes. As described in Option #1, <br />the triticale would provide a cover crop for the life of the shale piles. There is some risk in trying to <br />establish the triticale by not adding the Sustane Organic Fertilizer as a soil amendment to increase the <br />chances of growth and establishment of the triticale. <br />Option #3 <br />Option #3 presents the same temporary stabilization option in addition to increasing the chances of <br />triticale cover crop establishment by using Sustane Organic Fertilizer. <br />Conclusions <br />I feel the best option for Asphalt Specialties to pursue is Option #2 with the understanding that if the <br />triticale does not establish successfully then another application of seed with Sustane Organic Fertilizer <br />would need to be installed. <br />Signed: David R.
