PERMIT #: M- 1990 -057 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: July 10, 2012 <br />Hydrologic Balance: <br />During the inspection the Division observed ponded water in the bottom of the TSF. The Operator attributed <br />the water to a recent precipitation event as well as internal seepage from a perched aquifer which was <br />uncovered during excavation. The aquifer is not artesian in nature and was flowing at a nominal rate of 1 -2 <br />gpm. The exposed groundwater covered an area approximately 5' x 5'. The presence of a perched aquifer is <br />not unexpected as the CTL Thompson site investigation report indicated the possibility of perched aquifers in <br />the area. The Operator will continue to monitor this area as construction of the TSF progresses. If the water <br />does not infiltrate into the underlying gravel, then the Operator will need to consider alternate methods for <br />diverting water away from the bottom of the TSF. Any changes to the construction plan with regard to <br />managing groundwater must be addressed through a Technical Revision. The Operator was informed that the <br />pending Technical Revision for the changes to the clay liner should include a discussion of the water <br />infiltration. <br />During the inspection, the Operator took a water level measurement from the monitoring well located south <br />of the TSF. The monitoring well was found to be dry. <br />Sediment Control: <br />Silt fencing has been erected around the TSF construction site. The silt fencing was properly trenched and the <br />Division did not observe any sediment leaving the site. In addition, silt fencing has been erected around the <br />various stockpiles on site. The stockpiles were stable and did show any signs of erosion. <br />Support Facilities On -site: <br />The Division conducted a walkthrough of the mill facility; however, as stated earlier in this report, the main <br />focus of this inspection was on the construction of the TSF. The mill facility is not currently operational. All <br />chemicals which were observed during the previous inspection have been removed from the site. The Division <br />did not observe any problems at the mill facility. <br />Signs and Markers: <br />The permit sign was posted at the site entrance and the permit boundary was clearly delineated per the <br />requirements of Rule 3.1.12. <br />This concluded the inspection. <br />Page 3 of 5 <br />
