coal, will be constructed of a synthetic liner which will be <br />• installed below grade. After removing the gravel, a shallow <br />(approximately 1 foot) depression with sloped sidewalls will be <br />excavated and filled with 6 inches of sand. The liner will be <br />installed on the sand, overlapping with the native surface. An <br />additional 6 inches of sand will be placed on the liner to protect <br />it from the various loading and unloading operations. The excess <br />material excavated fromt he depression will be used to create a <br />berm at the edge of the liner to prevent both general runoff from <br />entering the liner system and water from within the liner system <br />from leaving. The liner will be sloped to a sump and a pump <br />provided to remove water as it accumulates. Any water pumped from <br />within the liner system will be sprayed onto the coal pile as a <br />dust suppressant. <br />The transport of the coal from the mine site to the loading <br />facility will be by truck. The loaded trucks will leave the mine <br />property west along County Road 335 to the New Castle ramp to <br />Interstate 70 (appr. 1.6 miles). The trucks will then travel for <br />• 18 miles in a westerly direction on Interstate 70 to the West Rifle <br />exit, under the Interstate to a Frontage Road, parallel to the <br />Interstate, and travel 1.5 miles west on this Frontage Road to the <br />loading site. <br />The only residential or commercial area within 1 mile or more of <br />the loading site is the presently used cement unloading and storage <br />facility owned by Ideal Cement. <br />4.3.3.2 Auxiliary Facilities (Figure 9.2-3) <br />Necessary to the operation of the mine are the conventional facil- <br />ities common to the industry.
