Box 1430
Palisade, Colorado 81526
i41~~~ ~
PRIDEIN~
~~ ~
Ae: Monitoring Stations in Jerry Creek and Coal Canyon, Federal Coal Lease
C-01538
Dear idr. Reschke:
By letter dated June 17, 1996, you submitted information on the proposed
hydrologic and subsidence monitoring stations. The monitoring stations
consist of two crest stage gauges and five subsidence monuments to be located
on the lease in the Jerry Creek and Coal Canyon drainages in the Little Book
. Cliffs WSA. The monitoring plan was requested by the Colorado Division of
Minerals and Geology and approved'in January 1996 as a technical revision to
the existing mine permit.
Under the approved monitoring schedule, the crest gauges are checked monthly,
which would involve driving a vehicle to each site and checking the gauge.
The subsidence surveys are conducted twice a year and involve surveying each
monument from a remote survey setup on a hill between Jerry Creek and Coal
Canyon. The proposed vehicle access into Jerry Creek is using the existing
oil and gas way which cuts through the ridge from the Coal Canyon road. The
sites would be reached by driving along the existing way in Jerry Creek.
Vehicle access to the Coal Canyon sites is along the existing road.
Based on valid existing rights associated with the pre-FLPMA coal lease and
the minimal impacts associated with the proposed activity, the following lease
stipulations are waived and will not apply Co the proposal:
1. Seasonal closures for wild horse
December 1 to July 1), deer and elk
May 1), and peregrine falcon habitat
2. No surface occupancy in the WSR.
habitat (Coal Canyon closed
winter range (closed December 1 to
(closed March 15 to July 1).
In addition, no cultural resource survey is required because there are no
cultural sites in the area and the surface impacts are minimal.
In order to protect the WSA values, and the visual and surface resources, this
office will require that Powderhorn comply wi[h the following mitigation
measures:
•
