stripping (based on soil surveys) and color differences between the topsoil, subsoil, and <br />overburden <br />Lift A Topsoil and Lift B Topsoil have different stockpile locations in order to prevent mixing when <br />they are stripped seperately. Bench 1 Substitute Subsoil is stripped and stockpiled like Lift B <br />Topsoil. Bench 1 overburden on the Morgan property will stockpiled when necessary to ensure that <br />is placed back on the Morgan property. This includes material for the final portion of backfilling on <br />the Morgan property and Pond 011. Material below Bench 1 is stripped via procedure outline in <br />subsection 16.5. <br />The NRCS has stated that it is desired to maintain a total thickness of approximately 4.0 feet in the <br />replaced soil for the prime farmland soil fields. The salvage plan described for Lift A and Lift B, <br />along with soil presently in stockpiles, will provide sufficient soil for replacement fo Lift A, Lift B, and <br />Mixed Lift average uniform thickness as described in the zone replacement plan of Section <br />2.05.4(2)(d) Subsection 12.1.1, and depicted on Maps 2.05.4 -4 and 2.05.4 -6. <br />In addition to the commitments outlined above, all Bench 1 material excavated on the Morgan <br />property after February 2008 will be salvaged and replaced only on the Morgan property. Section <br />2.05.4(2)(d) addresses the topsoil balance for the entire Morgan property, which is prime farmland <br />For the 4.76 acres of prime farmland 98A soil in the northwest corner of the WFC property, 3.96 <br />acres of this topsoil was stripped and stockpiled (prior to the determination of prime farmlands in <br />February 2008) to create sediment pond 013. The topsoil was stripped in a combined Lift A and <br />Lift B Mix to a depth of 40 inches. The Mixed Lift topsoil was placed in Stockpiles 3 and 4.
