Operator indicated that approximately 85,000 cy of pre-law tailings
had been neutralized by mixing high pH materials and relocated to Mayflower Pond #4 or
to the Howardsville Mill Lower Tailings Pond. An additional 15,000 cy of sand tailings
had been relocated on-site for contouring. Pre-law tailings had been excavated below the
existing water table and at 2H:1 V slope up to the embankment outslope for the
Howardsville Mill Tailings Ponds. Under drains were installed prior to backfilling 2H:1 V
slopes to. 4H:1 V. Backfilled slopes and backfilled bottom areas were graded to provide
positive drainage and irregular shoreline for wetland areas. Limestone and steer manure
were evident throughout reclaimed areas. Evidence of settling, slumping, erosion or
instability of backfilled slopes was not observed. Reclaimed areas were mulched and
seeded.
An embankment had been reconstructed along the northwest side of the reclaimed area,
along the previous location of the pre-law pond embankment. Purpose of the
reconstructed embankment was to divert overflow from the Animas River channel away
from the reclaimed areas. Embankment appeared stable. Additionally, portions of the
east bank of the Animas River channel had been reinforced with riprap.
