A second examination of the affected areas was done on July <br />3 and strong recovery was already noted in the sedimentation areas. <br />The East Valley apparently received a great deal of rain, as has occurred in the past <br />with this valley. A flash flood down this drainage completely removed the stream crossing <br />along with some of the old culverts. This crossing, which appears to date back to the Bombing <br />Range use as a bombing range, had been affected before, but this was the most it had been <br />affected in probably more than half a century. The crossing was replaced and new culverts <br />installed while two of the older culverts are still in place. It appears that the crossing was <br />overtopped by the flood waters and back cutting is what removed the crossing. The volume of <br />water was simply too great for even the large culverts to handle. Debris also was likely a <br />problem. <br />Downstream from the confluence of the East Valley and Coal Creek, damages were <br />minor with small amounts of sedimentation in some places. These areas should recover <br />quickly. <br />It appears from the pattern of sedimentation and flow that the various wetlands and <br />riparian vegetation that has been allowed to develop over the last six years or so did an <br />excellent job in preventing the storm waters from inflicting serious damage downstream. This <br />storm event was an excellent test and showed that the management actions for the riparian <br />corridor have been very effective at attenuating peak flows. <br />2.
